Yes, there are three ways that heat is transmitted. Through radiation, conduction and convection. A layer of plastic over your windows adds another layer of glazing. If you only have single glazed windows in the first place you effectively double the insulating value of the window. If you already have double glazed windows you add about 1/2 again.
It might feel like a big difference because it may also be stopping air infiltration.
But the total insulating value will still be no more than an R 2 to 3 compared to an insulated wall's value of about R 13. If you wanted to further increase the insulating value around your windows you would have to put in insulating panels or shutters that you could close at night.

If you're talking about the ';storm'; window kits you apply with a tape and clear plastic to the insides of the windows, yes, they work well. We're replaced most of the windows in this old house but for the ones we haven't gotten to yet, we use those to help keep the drafts out.
Also make sure the window frames are well caulked. No sense putting on a kit and not having the frame properly caulked. Seal all the gaps between the house and the window frame with a good quality caulk. And keep the curtains closed at night or on cold, blustery days. If the windows are on the sunny side of the house, open them during the day to allow for some solar gain too.
