If by view you mean see the output to their monitor...if you can't install software to that pc, then no, absent using Tempest technology to grab the video signal via hardware.Same router in house, Secretly get another screen by IP Address?
If you can't install software than CF is right - the only way you can observe what is on that PC's monitor is with some hardware between that PC and it's monitor. See http://en.wikipedia.org/wiki/KVM_switch about Local Remote or KVM over IP. You could also ';sniff'; the network traffic, but that's just network - not exactly what the person is seeing on the screen.
If you are willing to install software that runs invisibly check out SpectorSoft's Spector Pro 2008 - I installed it for a wife who wanted to secretly snoop on her husband.
You can install ';TightVNC Server'; silently, you will need access to the PC, only once though, and it runs completely silently as a windows service.
this is just too funny...just stop snooping.
